The Impact of Organizational Culture on Improving Administrative Performance in Commercial Banks in Libya

This study seeks to analyze the impact of organizational culture on improving administrative performance within commercial banks in Libya, focusing on the relationship between organizational values, beliefs, behavioral standards, and leadership styles, and how they affect the efficiency of administrative processes and the quality of banking services. The importance of the study stems from the vital role of organizational culture in guiding employee behavior and enhancing institutional commitment, which in turn contributes to improving the overall performance of banking institutions in a changing competitive environment.
The study adopted a descriptive analytical approach to collect and analyze data. A comprehensive questionnaire was designed and distributed to a sample of employees in a number of Libyan commercial banks. The questionnaire focused on assessing the extent to which employees are aware of the dimensions of organizational culture and its application in their daily practices, in addition to measuring the impact of this culture on administrative performance in terms of organizational effectiveness, quality of decision-making, and level of productivity.
The results of the study showed a positive and statistically significant impact of organizational culture on administrative performance, as clear organizational values and principles, participatory leadership styles, and positive behavioral standards contributed to enhancing institutional belonging and motivating employees to commit to performing their tasks with high efficiency. The results also showed that institutions that focus on developing their organizational culture are experiencing significant improvements in their administrative processes and their ability to meet challenges and achieve their strategic objectives.
The study recommends that Libyan commercial bank administrations focus on developing a positive organizational culture based on corporate values, encouraging teamwork, enhancing transparency, and adopting modern leadership methods that focus on motivation and participation, as this has a direct impact on improving administrative performance and enhancing institutional excellence.
