Complaints and Appeals Policy

The Journal of Libyan Academy Bani Walid (JLABW) is committed to providing a transparent and fair scholarly publishing environment. The journal handles all complaints and appeals related to publication, peer review, and editorial decisions in a professional, independent, and ethical manner according to COPE (Committee on Publication Ethics) guidelines and DOAJ transparency standards.

1. Scope of Complaints

The journal accepts complaints related, but not limited, to:

  • Peer-review procedures.
  • Editorial decisions regarding manuscript acceptance or rejection.
  • Unreasonable delays in review or publication processes.
  • Violations of publication ethics.
  • Plagiarism or data manipulation.
  • Authorship and copyright issues.
  • Conflicts of interest or unprofessional practices.

2. Submitting a Complaint

Authors, readers, or other concerned parties may submit formal complaints through:

  • Name and contact information of the complainant.
  • Manuscript title or reference number, if available.
  • Clear description of the issue.
  • Supporting documents or evidence when applicable.

3. Complaint Handling Process

The journal will:

  • Acknowledge receipt of complaints within a reasonable period.
  • Review complaints by the Editorial Board or an appropriate authority.
  • Handle all complaints confidentially, fairly, and objectively.
  • Protect complainants from retaliation.
  • Take appropriate corrective actions when necessary.

4. Appeals Against Editorial Decisions

Authors have the right to appeal editorial decisions, particularly manuscript rejection decisions, when they have clear scientific justification.

Appeals should include:

  • Manuscript title and reference number.
  • The decision being appealed.
  • Scientific reasons supporting the appeal.
  • Additional information supporting the authors’ position.

5. Review of Appeals

  • Appeals are reviewed by the Editor-in-Chief or independent editorial members who were not involved in the original decision whenever possible.
  • Appeals should be based on significant errors in evaluation or improper application of review procedures, not simply disagreement with reviewers’ opinions.
  • The final decision after appeal review is considered an editorial decision.

6. Post-Publication Issues

When significant errors or ethical concerns are identified after publication, the journal may:

  • Publish corrections.
  • Issue clarification statements.
  • Retract articles when necessary.
  • Update the scientific record.

7. Confidentiality and Fairness

  • All complaints and appeals are handled confidentially.
  • Submitting a complaint or appeal does not affect future interactions with authors.
  • Decisions are based solely on evidence and academic standards.
