The role of Libyan constitutional institutions in combating corruption

Abstract

 This study examines the role of constitutional institutions in combating corruption in Libya during the period from 2011 to 2023. It aims to analyze the impact of the general context (international, political, economic, social, security, and legal) on the spread of corruption, and to assess the contribution of legislative, executive, judicial, and local supervisory authorities in fighting it. The research adopts a descriptive-analytical approach. The findings reveal that political and security instability, weak oversight bodies, lack of judicial independence, and the prevalence of tribal and social favoritism have all contributed to the entrenchment of corruption. The results also indicate that enhancing transparency, accountability, judicial independence, and supporting oversight institutions such as the Audit Bureau and the National Anti-Corruption Commission, along with international cooperation, can effectively reduce corruption. The paper concludes with practical recommendations aimed at building more integrity‑driven and efficient institutions, achieving sustainable development, and restoring stability in Libya.
